On April 20, 2006, CNN's Anderson Cooper 360 aired a show about the free-fraud zone otherwise known as modern day Iraq.

Alan Grayson, whistleblower attorney, said "they were getting cash. There was over $600 million of cash disseminated, with essentially no controls at all." Even the government employees charged with investigation and regulation recognize the bredth of the problem. "A lot of cases we're talking about cash that was handed out to people in duffel bags and finding out what happened to that cash if those projects were completed and holding people accountable has been a difficult challenge for us. But we are doing it."

The False Claims Act is the perfect remedy for this wild west mentality of hading out money with no controls.
