According to Defense News, the Department of Justice is investigating allegations that Sioux Manufacturing Corp. of North Dakota produced up to 2 million military helmets with substandard Kevlar cloth between 1980 and 2006.

Sioux Manufacturing Corporation contracted with the Defense Department to produce helmets that met certain minimum safety standards. The Justice Department is investigating the Kevlar cloth's density and whether the helmet provided ballistic protection. The U.S. attorney's office for North Dakota is also investigating the impact on the safety of the helmet wearers. The Justice Department began investigating after receiving "information" in May 2006. The Justice Department's civil case investigation is under seal pursuant to a court order.
