Whistleblower Lawsuit Leads to the Arrest of Six Big Dig Workers

In May, 2005, a whistleblower lawsuit was filed in Suffolk Superior Court alleging that concrete provided by Aggregate Industries did not meet the strength specifications set in its state contract. One year later, the FBI arrested six employees of Aggregate on charges that they falsified records hiding the poor quality of the concrete.
The Big Dig, a $14.6 billion highway project, originally began construction in 1991 and has suffered from long delays and cost overruns. Aggregate was the Big Dig's largest concrete supplier. From 1999 to 2003, the government believes Aggregate mixed commingled leftover concrete with new concrete. Reportedly state police have found evidence that Aggregate employees falsified paperwork to disguise old or rejected concrete as new. Among the six arrested were 3 dispatch managers, 1 general manager, 1 quality manager, and 1 district operations manager. They face charges ranging from making false statements, mail fraud and conspiracy to defraud the government.
